In 1778, five men were appointed to attempt to negotiate a peaceful settlement of the disputes with colonial America. They kneel before an Indian Princess America who is encircled by a laurel wreath halo and supports the pole and liberty cap. Her back half turned to the commissioners; she is seated on a pile of containers, some of which hold tobacco bound for several European nations but not for England.
Supplications and entreaties pour from the mouths of the five: Lord Admiral Richard Howe, Gen. Sir William Howe, Lord Frederick Carlisle, William Eden, and Commodore (Governor) George Johnstone. They admit that England has committed wrongs in her dealings with America, beg her for forgiveness, and suggest that she submit to their domination, although with certain reservations and concessions.
